Gentlemen:-
With reference to your letter of the 4th.
instant with regard to the arrest of the Steamship
*Kaifong" at Cebu, I am directed by the Marquess of
Lansdowne to inform you that a despatch on the sub-
ject has been received from Mr. Sinclair Acting
British Consul at Manila.
According to Mr. Sinclair's report the
*Kaif ong* was found to have one hundred and thirty-two
stowaways on board, all of them being Chinese labour-
ers whose landing is prohibited in the Philippines.
These persons not appearing on the ship's
manifest, the vessel was fined $500 gold and a fur-
ther fine threatened. A bond of $72,000 gold was
entered into by the owners that the stowaways should
not be landed in the Islands and a guard was put on
